Marine midges.

Bugs always fascinate me so I'm really glad that Joseph Lai found the ID of these strange bugs I saw at Pulau Terkukor. Unfortunately they are too small for my macro lens so all I have are these greatly cropped and poor quality images.

They are marine midges, possibly a Pontomyia species from Diptera, Chironomidae. The halteres is a giveaway for Diptera. They have reduced wings and therefore cannot fly. They walk 'like a man' with the second pair of limbs! The other limbs acting as outriggers, I think. The one in your photo are adults. Adult males live for a few hours only. Not eating at all, their main aim is to find a mate and then die. - Joseph Lai

Thanks so much for the ID Joseph!

A little bit more info on marine midges here.
